Flyleaf Publishing
This site is a great site for beginning readers (K-1) who can start applying their phonics knowledge by decoding and for students who are still struggling a bit in 2nd grade and beyond. The decodable texts are controlled (only certain words/patterns are used) so that students don’t get overwhelmed and can immediately practice and hone their skills. There’s also downloadable “homework” for each text.
Scholastic
Interesting texts and projects are assembled per grade level. The topics are intriguing and each set includes a video, a text, and a possible project.
Lerner Books
This publishing house has made thousands of books available digitally. You can search by level, genre, and subject.
FYI for KIDS from TextProject
These are well-written individual passages with some comprehension & independent work, for second grade and above!

Though not free, this is a fantastic site for beginning readers or struggling readers, who still need explicit phonics instruction. The lessons and games are adaptive: after taking a few quick target tests, your child will be placed at a level tailored for them.
