Educational Policy, Planning and Leadership: Admissions Policy
Admissions Intent
It is the intent of the Educational Policy, Planning, and Leadership (EPPL) Area faculty to admit into the Area's degree programs high quality and diverse students who hold the promise of succeeding as educational leaders.
Admissions Documentation and Criteria
  1. Entrance examination: Graduate Record Examination (Verbal, Quantitative, and Analytical Writing sections) or Miller Analogies Test.
  2. Three letters of recommendation
  3. Essay with focus on personal and professional goals
  4. Master's degree from an accredited institution (doctoral only)
  5. Research paper on a specified topic (doctoral only)
  6. Interview (optional at discretion of faculty)
  7. The student may choose to submit additional documentation of qualifications.
General Admissions norms are:

A. Master's applications - undergraduate GPA 2.5 or above and admissions exam score 40th percentile or above
B. Ed.D/Ph.D applications - Master's GPA 3.5 or above and admissions exam score 60th percentile or above

Please note that the above norms are intended to serve as a general guideline for admission decisions. However, all applications will be reviewed holistically, taking into account GPA and entrance examination scores, and such factors as GRE Analytical scores, demonstrated performance in advanced graduate coursework, career goals, relevant work experience, and potential for success in a position of leadership in education.
Admissions Decision Process

The admissions decision process for EPPL is intended to afford the faculty in the concentration areas (General Education Administration, Special Education Administration, Gifted Education Administration, and Higher Education, Curriculum Leadership, and Curriculum and Educational Technology) the primary responsibility for reviewing applications in the respective areas. Additionally, input and review for final decisions from the full EPPL faculty is provided. Specific steps for admissions review and decisions in EPPL are as follows:

  1. Applications will be reviewed and recommendations for admissions made by faculty in the concentration area and the Area Coordinator.
  2. Committee recommendations from the concentration areas that conform to the established admission norms will receive a summary review by the EPPL Area faculty.
  3. Committee recommendations from the concentration areas that differ from the established general admissions norms (GPA and admissions scores) will receive full review by the EPPL Area faculty. A full review will be provided for:
    a. applicants recommended for admission that do not meet general admissions norms; and
    b. applicants not recommended for admission that do meet general admissions norms.
    A justification sheet will be completed for all non-conforming applicant recommendations.
  4. The EPPL Area faculty will review any set of applications recommended for admission that exceeds the Optimal Annual Admission Yield identified for the concentration area.
  5. Final admission decisions will be signed by the Area Coordinator or a concentration area representative and forwarded to the Office of Admissions and Student Services.
  6. Prioritized waiting lists, when applicable, will be included in admissions decisions forwarded to the Office of Admissions and Student Services.
Admissions Cycle

Applications for most degrees and concentration areas in EPPL will be considered in the fall (October 1st) and in the spring (January 15th). Higher Education applicants will only be considered in the spring (January 15th). Off-cycle review of applications will be considered only when warranted by extenuating circumstances such as:

a. receipt of externally-funded grants/contracts that provide financial assistance to or require admission of graduate students
b. documented undue hardship on the student.
